At the Ordinary Congress, the following officials will be presenting the proposals of the Executive Committee. The Members who will submit proposals will also be added on this list with the summary of what they will present. It is important for delegates to acquaint themselves with the motions and proposals in order to engage accordingly, prior and during the Ordinary Congress.

How Did We Do in 2018?
Also as per traditions and the Standing Orders of the Congress, the Secretary of the Association will administer the Congress, and in addition, will address the following:
​
1) Approval of the Credentials;
2) Declaration of Compliance;
3) Adoption of the Previous Congresses' Minutes;
4) Adoption of the Annual Report (Activity Report); and
5) Amendments to Annexure A of the Constitution as a result of change of Membership.
​
The Secretary will also ensure that there are refreshments for the event, and will also facilitate the handling of elections by the appointed Electoral Body.

Governance and Membership Affairs
The Vice-Chairperson of the Association will be presenting the following:
​
1) Amendments to the Rules of the Association;
2) Membership Governance Enforcement Plan for 2019;
3) Approval of the Disciplinary Hearing Chairpersons; and
4) Annual Calendar for 2019.
​
Adoption of the above and the subsequent enforcement thereof will bring about much needed stability and order in the operation of the association, and position it truly embark on the realisation of its vision.

CITY OF TSHWANE
APPOINTED ELECTORAL BODY
Elections
The City of Tshwane is the Appointed Electoral Body of the Association. It will assist with the nomination process running towards the Congress, and preside over the actual elections of the nominated candidates.
​
During the year 2018, two vacancies were created, both through resignation. These are:
​
1) Head of Coaches: and
2) Member from the Associate Members.
​
The election process for these will be concluded at the Ordinary Congress.

Charting the Way Forward
As per traditions and Standing Orders of the Congress, the Chairperson of the Association will be chairing the Congress, and in addition, he will be addressing the following:
​
1) Opening and Welcome;
2) Chairperson's Address;
3) Performance Management Framework;
4) Adoption of the Treasury Policy; and
5) Welcome to New EXCO Members
​
For Each debate, three rounds of five speakers each will be allowed, and if consensus is not achieved still, voting will be opened for the Resolutions.

Money Matters
The Treasurer of the Association will, also as part of the tradition and Standing Orders of the Congress, present the following:
​
1) Adoption of the Financial Statements for 2018;
2) Adoption of the Audited Financial Report for 2018; and
3) Adoption of the Financial Projections for 2019.
​
The Financial Report for 2018 includes the Financial Performance against the approved Financial Projections (Budget) for 2018.
​

JABU MASELELA
HEAD OF FOOTBALL: PLFA
Core Business of the Association - Football
The Head of Football of the Association will be presenting the following proposals:
​
1) Scrapping of Cross Participation; and
2) Putting on Hold of the Promotional League;
​
Both of the above were approved during the Ordinary Congresses for 2014 and 2016 respectively. The Cross Participation has been evaluated in practice and found not to be in the best interest of football at all. The Promotional League is currently not practical due to the rate of participation in football.
